Within the scope of the EKUAL Project, conducted by TÜBİTAK ULAKBİM, a new "Read & Publish" agreement has been signed with Cambridge University Press, covering the period 2026-2028, supporting both access to academic content and the publication of Open Access (OA) articles.
TÜBİTAK OA Publication Support and Acceptance Criteria:
• The author must be the corresponding author of the article.
• Authors are advised to use their institutional email addresses in their applications. Personal email addresses (gmail, hotmail, etc.) cause delays in the verification process.
• The agreement covers the publication of unlimited OA articles in both hybrid journals and gold/fully/completely open access journals.
• There is no quota limit.
Retrospective Open Access Conversion
The rules regarding the retroactive OA conversion of articles under the agreement are as follows;
• Publications in Hybrid Journals: Articles published in "Hybrid" journals as "Closed" between January 1, 2026, and the signing date of the agreement (February 16, 2026) can be converted to Open Access free of charge, upon the request of the relevant author(s) (notification to ukg@ulakbim.gov.tr is required) and with the approval of TÜBİTAK ULAKBİM. No refunds will be given for articles published as Open Access in hybrid journals with APC fees paid.
• Publications in Fully Open Access Journals: No refunds will be given for articles published as Open Access in Gold Open Access journals with APC fees paid between January 1, 2026, and February 16, 2026.
• General Conversion Right: During the contract period, articles published as "Closed" in hybrid journals at any time can be converted to the Open Access model within 3 months of publication, upon the author's request. Special Note: If any author whose name appears on the TÜBİTAK AYEK Prohibited List or on the Ministry of Health's list of individuals whose "license to practice their profession has been revoked or temporarily revoked" has been mistakenly awarded APC support during the prohibited period, or if an article that has received APC support has been withdrawn from publication, the corresponding author or co-authors are obligated to notify ukg@ulakbim.gov.tr and pay the APC fee to ULAKBİM. Otherwise, ULAKBİM has the authority to collect the APC fee from the "Corresponding Author".
